SUMMARY:

The protected natural area of the Volcà de la Crosa has been part of the Plan for Areas of Natural Interest in Catalonia since its creation in 1992. Before the limits of the protected area were established, the legal protection of this volcano was already demanded, especially in reaction to the extractive activities of “tosquija” (projections of the volcano) that began in the 60s and intensified during the 70s (Department of the Environment, 1995).

In order to endow the Crosa volcano as a natural space and advance in its conservation, the municipalities of Bescanó and Vilobí d'Onyar used urban planning instruments, such as the Subsidiary Planning Regulations, during the decade of the 80. Finally, with Decree 328/92 of 14 December, the Crosa volcano became recognized as an area of natural interest. The Special Plan for the Protection of the Natural Environment and Landscape of the Crosa Volcano was created, which in turn suggested the creation of other plans to facilitate and improve its management and restoration. In addition to the proposals for actions to improve the natural environment and services, it was proposed to create a Fire Prevention and Extinguishing Plan and a Technical Plan for Forest Management and Improvement (Department of the Environment, 1995).

According to the study carried out by Sorbus, “State of conservation of the protected natural areas of the Girona counties without a management body” (2018), funded by the Diputació de Girona, the natural area of the Volcà de la Crosa still needs these planning tools to improve their conservation. In this same study, the drafting of these plans is established as a priority, as well as the actions to preserve the different volcanic outcrops and morphologies present.

In the last decade, the owners and residents of La Crosa and the municipal governments have had to deal with various problems related to the public use of the space, such as the dumping of rubbish, the construction of farmers or the intrusion of visitors into crop fields. The lack of a management body has made this process difficult (Fundació Emys, 2019) and has highlighted the urgency of drawing up an updated management plan that the Vilobí d’Onyar, Bescanó and Aiguaviva Town Councils can implement.

The participatory public management plan will facilitate decision-making for space management and help establish which actions are a priority.
